The school had narrowed the search to three candidates and held public forums to introduce the finalists.
The Board of Regents held an executive session to vote on the candidate and her contract before making the announcement public.
Thomas McKeon will retire effective July 1, 2014, having served TCC for 33 years in various administrative roles and for the last decade as the college's president.
Goodson is a member of the Tulsa Public Schools board of education. She has said she would consult with the TCC board about whether she keeps that seat.
