The Oklahoma Highway Patrol blames road conditions and speed for a fatal crash on a Rogers County road northeast of Owasso early Thursday.

Troopers identified the victim as Clark Van Pelt, 24, of Owasso.

They say Van Pelt was driving a 1992 Lexus eastbound on 106th Street North at about 4:45 a.m. when he lost control near 161st East Avenue. They say his car slid off the road and hit a fence and then a tree.

The OHP says the county road was icy at the time of the crash and troopers believe the car was going too fast for conditions.

Van Pelt was pronounced dead at the scene.
