Tulsa DA Wants Bond Raised For Man Connected To Quadruple Homicides

The Tulsa County District Attorney's Office wants to keep a man in jail by increasing his bond.

Freddie Allen Hayes is "at a minimum" a witness in the quadruple homicide that left four women dead at the Fairmont Terrace Apartments on January 7, according to court documents.

Hayes, 32, was arrested January 11 after police got a call about an intoxicated man walking between cars in the 800 block of North Columbia Avenue. He was booked and held in lieu of an $11,000 bond, initially.

District Attorney Tim Harris asked for that amount to be increased to $250,000. That was granted Tuesday night and his bond was raised to over $255,000.

The investigation into the deaths of Rebeika Powell, Kayetie Powell-Melchor, Julie Jackson and Misty Nunley has discovered evidence that points to Hayes as a person of interest in the four killings, Harris said in a motion for bond increase filed Tuesday.

"Given the nature of the crimes, the State argues that the defendant is a potential public safety risk to the community as well as a risk to flee the jurisdiction should he be released," the court document states.

Harris also lists Hayes' lengthy criminal history that includes armed robbery, manufacturing, possession of drugs, aggravated battery and child endangerment in the state of Louisiana.

Hayes is in the Tulsa Jail, charged with possession of a controlled substance and carrying a concealed weapon. Officers said he was carrying rock cocaine, methamphetamine and brass knuckles.

At the time of his arrest, he also had outstanding warrants for failure to pay and trespassing.

If Hayes makes bail of either amount, the DA's Office wants him to wear an ankle monitor and not be allowed to leave Tulsa County.

A Freddie Hayes on Facebook sent a friend request Kayetie Powell on December 23, just two weeks before she and her twin sister and two other women were tied up and shot to death in the twins' apartment.

It appears she is the only person from the Tulsa area on his friends list.
