The report said the police chief and an investigator were conducting surveillance around a tour bus of Girls Gone Wild brought to Steve Kitchell's club at the Riverwalk Crossing, because they'd been told nude movies were being made on the bus.

They said Kitchell parked his vehicle in front of their car, bright-lighting them, so they couldn't conduct surveillance. When they told him they were writing him a ticket for interfering, he jumped out and knocked a flashlight out of the chief's hand.
