TULSA, OK -- A 23-year-old man was arrested in connection to the Saturday night shooting of a Tulsa woman. Emerson Penn was booked into the Tulsa County jail on a complaint of shooting with intent to kill.
Penn was in the front yard of a residence in the 2700 block of East 28th Street North at about 8:30 p.m. when police responded to a possible shooting at that address. He had a shotgun lying on the ground next to him, according to an arrest report.
The victim, who had been shot three times at close range, told police Penn was the shooter. She said the 23-year-old man walked out of a bedroom in the residence with a shotgun in his hands. He then pointed the weapon at her, racked a round into the chamber and shot her.

The woman ran through the front door of the house and Penn allegedly followed her into the yard where he ejected the spent round and loaded a live round into the chamber, the report states.
Penn reportedly told police, "I did it."
Police told The News On 6 Saturday that Penn is the woman's live-in boyfriend.
