Four days of heavy rain has flooded homes, streets and businesses in Florida.

Especially hard hit is Brevard County, where there's an estimated $12 million in building damage and $2.6 million in damage from beach erosion.

President Bush has issued a federal disaster declaration to help. The flooding has floated alligators and snakes out their usual habitat.

Fay hovered for hours just off the Florida coast today before returning for it's third separate assault on the state.

At 8 p.m. Eastern it was located just west of Flagler Beach and was moving west at about two miles per hours with maximum sustained winds of 60 miles per hour.
