Two missing California girls are now both in protective custody. 

Twelve-year-old Estephanie Flores has been found in Chattanooga, Tennessee and her biological mother has been arrested. 

Flores foster sister, 8-year-old Robin Lemus, was found Tuesday at the McDonalds in Miami, Oklahoma. 

Authorities say the two girls escaped from their foster home in California. A tip to investigators led Miami Police to the McDonalds and the 8-year-old girl.  She was found abandoned in her foster parent's vehicle.  She had been in the car for three hours in 95 degree weather. 

"She was tired, hungry and dehydrated a little bit, but medically she is fine," said Miami Police Detective Chris Leamon. 

California police believe the event was pre-planned between the 12-year old and her mother Iris Zavala. 

Zavala faces charges of child stealing and child abuse.   Her arraignment is scheduled for Thursday in Tennessee.
