DUNCAN, Okla. (AP) -- City officials in Duncan are considering a ban on saggy pants. A proposed city ordinance would outlaw the wearing of pants below the waist that results in the exposure of either skin or undergarments. The city council will discuss the proposal during its regular meeting Tuesday night.
City Manager Clyde Shaw says in a memo the reasoning behind the recommendation is to address an increase in complaints from locals. Shaw also notes that other cities throughout the United States have enacted similar proposals.
If passed, the fine for a first offense will be $25, eight hours of community service or both. A second offense would raise the fine to $50, two eight-hour days of community service or both. A third offense would result in a $100 fine and four eight-hour days of community service.
The ordinance also states that parents will be held liable for the fine and the community service for children under 16 who are found to be in violation of the code.
