A Muskogee road contractor loses a legal battle with the Oklahoma Department of Transportation. George Glover had convinced a judge in Muskogee County to force ODOT to let him keep bidding on state highway projects. ODOT tried to kick him out of the process based on a history of disputes, and the fact that he'd pleaded no contest to defrauding the state and intimidating a grand jury witness.

On Monday, the state court of civil appeals ruled in the Oklahoma Department of Transportation’s favor, saying the lower court doesn't have jurisdiction.
