OKLAHOMA CITY (AP) _ Governor Henry says a lockbox provision for his education lottery plan is tamperproof.

But critics disagree and predict Oklahoma will join a long list of states that have been unable to safeguard gambling proceeds for schools.

Oklahoma's education lottery is among several statewide initiatives that will be decided by voters on November 2nd.

Henry says Oklahomans can go to the polls secure in the knowledge that every dollar netted by the lottery will be a new dollar for the public schools.

But state Representative Forrest Claunch of Midwest City, a lottery opponent, scoffs at Henry's declaration. He says a constitutional amendment dedicating the revenue doesn't specify what percentages of earmarked funds the various entities of education would receive.
