A preliminary hearing for state Insurance Agent Carroll Fisher is underway to determine whether he and his top assistant Opal Ellis will go to trial on embezzlement charges.

Fisher and Ellis face felony charges for their handling of money in an insurance education fund and operating a charity illegally.

Fisher says all the money is accounted for and he's confident he'll be cleared of all charges.
