(Oklahoma City-AP) -- An English-only policy by Altus city government is being upheld by a federal judge in Oklahoma City.

Opponents of the measure say they plan to appeal.

The policy was adopted during 2002 and says city employees must speak English during business hours. Other languages could be spoken during lunch, breaks or with family members.

City officials say the policy is for safety reasons and to ensure communications on city radios is in English.

Hispanic workers who sued over the policy say it's an attempt to stifle their culture.
