Talks are underway to pay a Denver artist more than $1-million for two sculptures for a Tulsa Race Riot memorial.
It’s part of a $20-million project. Contract negotiators say it will probably cost an additional $400,000 just to prepare the site.
Organizers are also planning a memorial garden on a 3-acre tract near Interstate 244.
