Governor Brad Henry says it's time for Oklahoma to get smart on crime. Guidelines require inmates to serve up to 85% of their prison terms.

But Henry says drug courts and treatment programs should also be sentencing options. Inmates outnumber corrections officers by more than 20,000.

Henry says the state asks a lot of its officers, without paying them enough.
