Tulsa still has the second-highest unemployment rate in the nation behind San Jose, California. And with the possibility of Citgo going to Houston, it could get worse.

While Houston's employment growth is up 3%, Tulsa's is down almost 2%. According to the Oklahoma Employment Security Commission, Tulsa has lost 16,000 jobs from June of last year to June this year. But it's not all bad news.

The News on 6 has also learned that Pechiney, a Paris based plastic manufacturer is building a facility at the Port of Catoosa, which Sharon Norris with Workforce Oklahoma says will bring in close to 30 jobs, maybe more. "They are looking for people who have four years of production experience and they pay $15 an hour and if they don't have that experience and they've got an associates degree they will consider them."

The Tulsa Metropolitan Chamber of Commerce says new jobs in construction and manufacturing have brought in a thousand jobs since last year.
