Implementing Tulsa's consent decree

The city of Tulsa took another step forward Friday in implementing the terms of the consent decree that ended the racial discrimination lawsuit filed by a group of black police officers.

Friday, the police department recognized several officers who will occupy roles created by the settlement. The roles include two sergeant positions in Internal Affairs, a sergeant and a corporal in a new recruiting and career development section and a sergeant who will implement an education plan relating to the decree.

Four other promotions were announced, some of which will shift officers into roles left vacant by Friday's announcements. For many of those promoted, the move was bitter sweet. Tulsa Police Sgt Wendell Franklin, "I'm excited about it. I hate to leave the unit I was assigned to, but it's a good way to leave that unit."

Friday's new assignment is at least the third step in the implementation of the decree.
