Outgoing Tulsa Mayor Susan Savage is still looking at ways to fund a memorial to the Tulsa race riots. And Savage says using third penny sales tax money is "not" a good idea.

Plans are in the works to honor the victims of the 1921 riots. They call for buying a church on Greenwood to build a museum and create a memorial. The cost of the project is about $1-million. City officials say only $34,000 in federal funds are available. In a memo to city councilors, Savage has nixed the sales tax.

She says it's legal, but inconsistent with the direction the council wants to take for city funding.
