OKLAHOMA CITY (AP) _ Cathy Keating, wife of Gov. Frank Keating, was among those paying their $750 filing fees on Monday and becoming official candidates in the 1st Congressional District.

The first lady, 51, was among three Republicans filing for the Dec. 11 special primary election. The others were state Rep. John Sullivan, R-Tulsa, and Oral Roberts University librarian Evelyn L. Rogers, who ran two years ago.

State Sen. Scott Pruitt, R-Broken Arrow, has said he also plans to file for the post that Republican Steve Largent is leaving to run for governor

Doug Dodd, former Tulsa School Board member, filed for the Democratic primary, as did James E. Lampkin of Bixby.

Libertarian Neil Mavis, who ran for 2nd District Congress in 2000, also entered the 1st District race.

Largent, R-Tulsa, has resigned effective Feb. 15 to begin his active campaign for governor in 2002. Largent, a former all-pro receiver with the Seattle Seahawks of the NFL, is in the middle of his fourth term in Congress.

It is the first political race for Mrs. Keating, whose husband finishes his second four-year term next year and is prohibited from running for a third.

The three-day filing period for the congressional post ends Wednesday at 5 p.m.

A runoff, if necessary, will be held Jan. 8. If no runoff is needed, the general election will be held on that date. If a runoff is necessary, the general election will be Feb. 12 and the winner will be certified on the day Largent's resignation becomes effective.
