A man already in prison on a drug conviction has been charged in a two-year-old Tulsa murder.
20-year-old Carl Ray Jacobs is now charged with first-degree murder. Prosecutors say Jacobs shot and killed Carlos Pena in June 2000. Pena was shot several times when he answered the door of his apartment.
