Authorities in Tulsa are investigating a possible case of medical neglect. It has social workers taking care of newborn twins.
Tulsa Police reports indicate a 22-year-old woman delivered a baby at her home and called 911 on April 6th. When paramedics arrived, they found the baby struggling to stay alive, still connected to the mother.
Police say the woman was smoking a cigarette and had a high blood alcohol level. The mother and newborn were taken to Hillcrest Medical Center.
Police found a second baby inside the womb, but the woman refused treatment. She admitted herself to the hospital and delivered that child Thursday. The District Attorney was asked to file medical neglect charges, but he's refused. He says the mother has done nothing illegal.
The woman has two other children, DHS says it plans to take custody of them as well.
