(Tulsa-AP) -- A former employee at a juvenile detention center says the system failed to deal with a teen-ager accused of killing a seven-year-old Oilton girl and raping another girl.

Nineteen-year-old Robert Wayne Rotramel is being held in the Creek County Jail.

Greg Medlock is a former guidance counselor at the L.E. Rader Center in Sand Springs. Medlock says Rotramel was a bad seed.

Medlock says Rotramel was in the facility for child molestation offenses when he was either 15 or 16.

Juvenile records are normally confidential under state law.

But legislation enacted two years ago allows certain juvenile records to be made public if the juvenile is charged as an adult with a serious crime.

Prosecutors say they plan to file charges this week against Rotramel.
