BARTLESVILLE, Okla. (AP) -- The Oklahoma Board of Veterinary Medical Examiners has reprimanded two veterinarians for their role in allowing an unlicensed animal doctor to work on animals.
The board revoked the license of John Foote, 70, of Dewey and fined him $20,000, plus the cost of investigations and prosecution.
It suspended the license of Charles Clinkenbeard, 62, of Bartlesville for seven days and ordered him to complete 40 hours of continuing education and fined him $2,000.
The board took the action Saturday. The men still face Washington County District Court charges alleging they allowed Foote's daughter, Patricia, to work as a veterinarian for years without a license.
Washington County court documents indicate Ms. Foote failed the national board exam for veterinary medicine three times in Oklahoma, once in Kansas and twice in Missouri and didn't have a license to practice.
The licensing board found Ms. Foote guilty of six charges earlier this year, including dispensing prescription drugs without authority and fined her $20,000. She has appealed.
"In the case of Dr. Foote, the revocation of his license after employing his daughter for so many years was appropriate," Assistant Attorney General Gretchen Zumwalt said.
"After he held her out to the public, charging them for her services, I think the severest sanction was the only appropriate sanction. I find it shocking that anybody would do that."
Foote is accused of aiding and abetting his daughter in the unlawful practice of veterinary medicine. Clinkenbeard is charged with failure to comply with the state's controlled dangerous substance act and failing to properly store controlled dangerous substances.
Ms. Foote faces charges of obtaining money by false pretenses, unlawful distribution of controlled dangerous substances and practicing veterinary medicine without a license.
