(Muskogee-AP) -- Testimony continues over the quality of medical care in state prisons.

An expert witness says the Oklahoma Department of Corrections is deliberately indifferent about treating inmates with mental illnesses.

Marion Page is former chief psychiatrist for the Illinois Department of Corrections. Page says the Oklahoma corrections agency has what she calls a "culture of neglect."

Page also says the Corrections Department is without accountability and says serious problems didn't develop overnight.

She testified in the third day of the hearing in federal court yesterday.

Inmates are suing the state over prison medical care in the Battle versus Anderson case.
