(New York-AP) -- A birthday once every four years is reason to party for those born on Leap Day.
And this is an extra special Leap Day because it's the first in 400 years to start a century.
To mark the occasion, "Leaper" parties are planned across the United States and overseas. Web sites linking the world's leap year babies have been promoting the festivities.
Thousands of people, including genuine "leapers," are expected to attend a four-day event in a small town on the Texas-New Mexico border.
There are an estimated 200-thousand people born on Leap Day in the United States and more than four (m) million worldwide.
