OKLAHOMA CITY (AP) – Governor Brad Henry Thursday approved new rules to restrict the sale of ammonium nitrate fertilizer, a key ingredient in the bomb used in the 1995 Oklahoma City bombing.
The rules were proposed by the state Department of Agriculture and require people buying the fertilizer to provide their name, address and telephone and driver's license numbers. Stores must then keep the sales records for at least two years.
Ammonium nitrate was also used in two terrorist bombings in Turkey last November and a bombing in Indonesia in 2002.
State officials say the new rules will have the most impact on home and garden and hardware stores that sell the fertilizer in bags to homeowners for personal use.
