OKLAHOMA CITY (AP) _ A bill filed in the state Legislature calls for the state insurance commissioner to be appointed rather than elected.

The proposal filed by state Representative John Trebilcock comes after the impeachment and resignation of former Insurance Commissioner Carroll Fisher[pictured].

A special House committee that investigated Fisher and recommended his impeachment, also recommended that the commissioner be appointed.

Trebilcock says there's an inherent conflict of interest when most contributions to candidates for commissioner come from groups the commissioner regulates.
