OKLAHOMA CITY (AP) Governor Henry and legislative leaders reach no agreement on whether a special session is needed.

Henry and Senate Pro Tem Mike Morgan, a fellow Democrat, say a special session is the best way to deal with inadequate staffing at state prisons. Henry has proposed spending an extra $12 million dollars on prison funding.

Republican House Speaker Todd Hiett says he sees no reason for a special session. He says more money isn't needed for the corrections department to fill more than 100 guard positions that were funded in the agency's budget.

Hiett proposes offering corrections officials $1,000.00 bonuses to speed up the hiring process. But Henry and Morgan say the corrections agency doesn't have enough money to pay bonuses.
