Oklahoma House Speaker Todd Hiett says a special session may be needed to address prison funding and tobacco tax issues.

Hiett wants tobacco taxes included because collections have fallen far short of projected revenues. He believes lawmakers should consider providing more parity for non-tribal retailers.

Hiett says he plans to meet with the governor next week but doesn't anticipate a special session before the fall.
