OKLAHOMA CITY (AP) -- Oklahoma's new lottery director remains optimistic that scratch-off games will be available for sale to the public by October 12th.

James Scroggins says two separate requests for proposals have been issued -- one for scratch-off games and the other for Lotto-type games where customers buy tickets with a series of numbers and regular drawings are held.

Scroggins says he expects Lotto games to begin in Oklahoma by November.

He also says Oklahoma could be involved in a multi-state lottery like Powerball or Mega Millions as early as January.

Scroggins came to Oklahoma after serving as Missouri's lottery director for 13 years. In that state, sales over the last decade jumped by more than $350-million, while profits increased by 78 percent.
