OKLAHOMA CITY (AP) A state legislator who received an envelope with some unknown white powder inside said the people who sent it to him didn't mean to hurt him.

Rep. Darrell Gilbert, D-Tulsa, said the envelope contained items from a ``couple of people back in Tulsa'' who wanted his help in starting an investigation and were asked to provide some documents.

``I don't believe they had any intent on harming me in any way,'' Gilbert, D-Tulsa, told The Oklahoman.

Gilbert and his legislative assistant were kept for more than three hours Friday until state Health Department tests determined that the substance was not hazardous.

A similar parcel addressed to a second lawmaker, Rep. Fred Morgan, R-Oklahoma City, was delivered to House Speaker Todd Hiett, R-Kellyville, and later forwarded to Morgan.

An envelope inside was not opened and testing indicated it contained no suspicious material, officials said.

Authorities didn't immediately determine what the substance in the envelope sent to Gilbert was.
