Two felony charges have been filed against Raye Dawn Porter in Lincoln County District Court.

Porter is accused of enabling child abuse and child neglect in the death of her 2 year old daughter Kelsey. Prosecutors say Kelsey was killed by a blow to the stomach last September.

Her stepfather faces a first degree murder charge. Reports show in the months before her death, Kelsey suffered a broken collarbone, fractured legs and numerous bruises.
