Oklahoma Highway Patrol troopers say its state law that no matter the vehicle or the cargo, all loads have to be secured.
Nearly 300 people were killed on America's highways in 2004 when their vehicles were struck by road debris.
Jim Lefler says he's lucky he's not one of those statistics. He was driving on US highway 169, when a three pound, solid metal ball hitch crashed through his windshield, falling into his lap. "I opened my eyes and there was glass all over me, in my hair, and in the car seat, and I noticed there was something sticking in my windshield, kind of at the ten o'clock position of the steering wheel."
Other Tulsa drivers have reported being hit by everything from paint cans, to ladders that have fallen from other vehicles.
