A Tulsa homeless man, who has been arrested more than 1,300 times, is refusing to comply with a judge's order.
Jeffrey Banks Wilson pleaded guilty in September to failing to register as a sex offender. The judge gave him a three-year suspended sentence and told him he must register.
However, Tulsa Police say Banks still hasn't reported and provided them with the required information.
Wilson could now face a second charge of failing to register.
