An arrest has been made in a Broken Arrow child abuse case.

Broken Arrow Police say Penny Lee Holloway was arrested at her home in the 8500 South 193rd East Avenue late Thursday evening.

It was at this home where investigators say they found her two daughters living in terrible conditions, sharing the home with 37 dogs and enduring what they say their mother called "discipline."

Prosecutors say Holloway heaped physical and mental abuse on her daughters, who are 5 and 14, forcing them to eat feces, take drugs, and sleep in a portable dog carrier.

Neighbor Tammy Fields: "I'm shocked, horrified, that's unimaginable, for someone to do children like that. Especially their own children."

The News on 6 spoke to Holloway Thursday outside of her home. She denied being the girls' mother, then said the claims of abuse are exaggerated and that she just wants all of this to go away.

Holloway told Broken Arrow Police she's mentally ill.
