A Bartlesville man is in the Washington County jail accused of stalking a judge.

Bartlesville Police say Joseph Looney harassed Associate District Court Judge Curtis DeLapp on the phone and was seen yelling at him from outside the Washington County courthouse.

DeLapp presided over a number of Looney's court cases, which ranged from public intoxication to domestic abuse.

Looney told the judge at his arraignment on Monday that he suffered from bi-polar disorder and had ran out of medication.
