Police said this all started as an argument between neighbors. They said Luis Cuadros pulled a gun and shot three people.

Neighbors told police they've had problems with Cuadros for years.

Tulsa Police said they found two men and a woman had been shot in a neighborhood near Pine and Union. Witnesses told police Cuadros was the shooter.

"These three individuals were standing outside, two of them may have been targets and the one that has now died I don't think was an original target in this,” said Officer Danny Bean with Tulsa Police.

Police said they aren't sure what they were fighting over, but neighbors told police Cuadros has been a problem in the neighborhood for several years.

"Some witnesses that were there or people in the neighborhood were able to tell investigators and our detectives that this guy has kind of been a problem for a while for multiple years, with aggressive dogs, him becoming aggressive towards other neighbors,” said Bean.

Records show Cuadros served seven years of a ten-year prison sentence for assault with a dangerous weapon. He was released in 2008.

Police said this is a tragic situation that didn't have to turn deadly.

"It's just a bad unfortunate crime,” Bean said. “You can't just go around doing that because you are angry. It's a tragedy. We see it. We hate it and we hate to see it.”

Police have not released the name of who died.  Cuadros has been arrested for murder and shooting with intent to kill.
