Tulsa police said a driver was under the influence and speeding when he hit another car head-on, killing the other driver.

Those who live and work near 21st and Memorial say they will never forget what they saw. Meanwhile, police said investigators have really good evidence, witnesses, and surveillance video. Investigators said a dark-colored Chevy was going nearly 50 miles per hour over the speed limit when it crossed the center line and crashed head-on into a silver Nissan.

"We rarely see head-ons because normally one person reacts to try to avoid it,” said Sgt. Brian Collum.

Collum said the impact of the crash was so powerful, the engine of the Nissan was thrown almost 200 feet.

The driver of that Nissan, a woman in her 20s or 30s, died at the scene.

Marie Sterling lives nearby and said she was walking her dog when she ran to the victim to help.

"I told her, 'Hold on. They're coming, baby. Hold on. It's going to be OK. God's with you. Just hold on,'” said Sterling. “And she let go of my hand. And I knew. I knew that was it."

Police said the man and woman in the Chevy went to the hospital and should survive.

"The jaws of life had to let them out,” said Sterling. “The doors were jammed. Even if I could get the door to open, I told them not to move. 'Don't move, it's going to be OK. You're going to be OK."

Police said the 33-year-old driver could face manslaughter charges.

Officers also said the man told them he used marijuana about 30 minutes before the crash.

"We're going to get a search warrant for blood because he admitted to doing some marijuana earlier on in the day,” explained Collum. “So that qualifies for DUI. People don't understand you can't smoke marijuana and drive a vehicle."

Sterling and other witnesses said they are traumatized and hope drivers are more careful.

"Because in a split second, your family can get that phone call," said Sterling.

Police have not released the names of those involved. Investigators plan to download information from the vehicle's black boxes.
