3 Arrested, 1 Accused Of Trying To Smuggle Meth Into Garvin Co. Jail After Traffic Stop Drug Bust

Garvin County deputies arrested three people after finding drugs and a firearm in their car during a traffic stop, and one is accused of attempting to smuggle methamphetamine into the county jail. 

Early Tuesday morning, a deputy pulled over Brandy Carter after they saw her tailgating another vehicle on Interstate 35, according to the probable cause affidavit. 

Carter, a convicted felon, was driving with Richard Tice and Brittany Stephens. 

“Once we identified the other passengers, through our investigation it showed that they were felons as well,” said Sheriff Jim Mullett. 

Carter told the deputy her license was suspended and there were drugs and a “big gun” in the car, according to the affidavit. Deputies eventually found meth, fentanyl, and an AR-style rifle, and 20 rounds of ammunition. 

All three were arrested for drug and gun possession and were changed into jail clothing at the Garvin County Detention Center. 

“They were asked if they had anything on their person, they stated no,” said Mullett. 

While changing, deputies found heroin in Stephens’ clothing, and later found Tice was hiding a bag of 51 grams of methamphetamine in his anus, according to the affidavit. 

“We believe that they had come from a location in the city and that they were headed either here in Garvin County or to another location to distribute and sell those narcotics,” Mullet said. 

All three have prior felony convictions. Mullett said Carter was out on bond at the time of the arrest after being charged with assault and other drug charges in late May in Oklahoma County. 

Tice is being held on a $50,000 bond. Carter and Stephen's bond was set at $25,000. No attorney was listed for each of the suspects as of Thursday.
