A registered sex offender who is on probation for indecent exposure has been arrested and accused of indecent exposure.

Police say the four women were on a walk or run and Daniel Hensley would pull up next to them in his car and expose himself or ask them sexual questions.

Kelsey says it happened to her last week when she was on a run through her midtown neighborhood and Hensley stopped and asked her lewd questions.

"As a woman and as a runner, it just makes it feel like you're freedoms taken away, that we can't even go and enjoy the simplest of things, without being felt like we are being made a target," she said.

She was shocked and she didn't get his tag number so she didn't think she had enough to file a report. 

She posted it online and found out she wasn't the only victim, so decided to file one.

"It's really disconcerting that he was back out on the streets, and patrolling our neighborhoods," Kelsey said.

Detectives have been working on this case since January.

They say twice, Hensley pulled up to women and exposed himself, and twice, he asked lewd questions.

One of the investigators called a victim last night to follow up, and the victim told police she witnessed Hensley do it to someone else and was following him.

Lt. Darin Ehrenrich with the Tulsa Police Special Victims Unit says some people may think these acts aren't a crime because there's no physical contact, but it is.

"It is a big deal, it's a huge deal, it shatters people's sense of safety and security in their own neighborhood," he said.

Court records show Hensley was convicted of indecent exposure in 2021 and given a four-year suspended sentence and is a registered sex offender.

Kelsey says she's frustrated he's out doing it again.

"He's a registered sex offender in Claremore, and here he was in Midtown Tulsa, and I feel like there could be better things done to make sure these individuals aren't getting out and aren't putting others in danger."
