Governor Brad Henry signed the Caitlen Wooten act Tuesday.

Police say 16 year old Wooten was kidnapped and killed by Jerry Don Savage. Savage had posted bond a month earlier, after kidnapping Caitlen's mother.

The new law will require people charged with kidnapping to prove they aren't a threat to society before they can post bond.

It will also help create a new electronic monitoring system, which will let victims know when offenders move through the criminal justice system.
