CLAREMORE, Okla. (AP) -- A federal judge is dismissing a lawsuit by a disabled Claremore man who wants to drive his golf cart on city streets and highways.

Gene Young has cerebral palsy and uses the cart to get around. He's fought with the city since being given a ticket for driving the cart in traffic in October 2003.

Judge Terence Kern says city police offered an ordinance allowing golf carts in the city but with restrictions. He says Young rejected the restrictions and offered no alternatives to the court other than complete access to drive the cart.

The judge says such access is unreasonable as a matter of law and that Young has admitted he can drive a car but chooses not to because it's uncomfortable.
