It was last year when hidden cameras from The News On 6 exposed the inside a trailer filled with puppies off East Admiral.

Animal rights workers call it a puppy mill.  Tulsa Animal Control officers issued Jerry Hine two citations for having too many dogs in the city limits.

Now, Tulsa District Judge Dan Crawford has dismissed the charges against Hine.  And, he renewed Hine's permit to have more than four dogs in the city.

The judge made him get a business permit for operating a commercial animal establishment.

Hine's attorney claims it's not a puppy mill.  Animal advocates say he's gotten around the law.
