TULSA, OK -- After loudly calling out "New rule, new rule!" City Council Jack Henderson walked out of a Tuesday morning committee meeting, after he was unable to stop an agenda item from moving forward.

Henderson was trying to block an election reform item from moving on for consideration before the full council Thursday night. Councilor GT Bynum is working on election reform that would give independent candidates a primary election.

Henderson asked that the item not move forward, as Bynum had asked, and was told by Council Attorney Drew Rees that a single councilor cannot block the item. Henderson said that had happened before, but Rees said it was a longstanding rule that a single councilor can ask the full council to consider the item.

After Henderson walked out, he returned a few minutes later, after a city hall staffer reminded him he had another item for discussion coming up in the meeting.
