Authorities Identify Children Killed In Spencer Shooting

Two boys, a 17-year-old and a 14-year-old, were shot and killed Saturday night in Spencer, the Oklahoma County Sheriff's Office said Sunday.

Shortly before 11 p.m. Saturday, Spencer police were called to the 5600 block of N Baker Street after shots were fired at a rodeo event. 

Brandon Beiner, 17, died at the scene and Mark Carter, 14, died at a Midwest City hospital, Oklahoma County sheriff's office spokesman Mark Opgrande said.

Investigators think the two boys were shot after an altercation in the parking lot of Kringlen Park. Law enforcement officers found two weapons and interviewed several witnesses at the scene. 

During the investigation, Shauntel Mims, 21, was arrested on a complaint of possession of a firearm after a former conviction. Investigators are not sure if Mims is connected with the fatal altercation. 

Mims was taken to Oklahoma County jail and is being held on a $12,000 bond.

"This is a tragic event that took place while hundreds of people were having a peaceful evening watching a rodeo," Oklahoma County Sheriff John Whetsel said in a statement. "We are asking for anyone who witnessed the shooting or has any information regarding the events that took place to please come forward."
