Police said the suspect was serving as a lookout while a woman was trying to shoplift from Walmart.
A Tulsa Police officer and a Tulsa County deputy saw 41-year-old Norman Hiner outside the Walmart near Admiral and Memorial.
The arrest report shows when they approached him, Hiner lied about his name before kicking the officer in the shin then running away.
