A mother and her boyfriend are charged with child neglect after Tulsa Police say they found two children in horrible living conditions.

A mother and her boyfriend are charged with child neglect after Tulsa Police say they found two children in horrible living conditions.

Tulsa Police arrested Nicole Woods and Matthew Ingram.

Police say the home had rotten food on the counter tops and sinks and the children were malnourished and hadn't been to school in a year.

Both Woods and Ingram are in the Tulsa County Jail on a $25,000 bond.
