TULSA, OK -- A Tulsa woman has been trying for weeks to alert police and the Tulsa County District Attorney to a sex offender living next door to her, who had not registered.  Detectives sent the case to the DA, who sent a warrant to a judge, but then, things stalled.

Tracy Roberts, her husband and two daughters moved into an east Tulsa trailer park last March.  Three months later, Michael Rinebold moved in, just 10 feet away.  She says after he offered her 12 year old a beer, she asked him not to talk to her girls.  Then, she caught him near her daughters' bedroom window.  

She did research and learned he'd been convicted in Missouri in 1986 for sex crimes.

"Once I saw that report, crimes against nature, sodomy, rape, assault with a deadly weapon, assault, burglary, I was going, Oh my God, this has gone from don't talk to my kids to this guy is an animal, a monster," said Tracy Roberts.

Rinebold's most recent Oklahoma conviction from 2007 is for holding a gun to a 15-year-old girl's head, taking money from her pocket and telling her the only way to get it back was have sex with him.

In 1999, he beat up his girlfriend for refusing sex and when a neighbor came to her rescue, Rinebold hit him with a board and knocked out his teeth.  Yet, even with three convictions in Oklahoma, no one realized he should've been registering his address.

Tracy Roberts has been calling everyone she can think of to change that.

"He needs to be registered and be aware of him and know this leopard hasn't changed his spots," said Tracy Roberts.

Roberts complained to park management, but since Rinebold is the maintenance worker, all Roberts got was a letter telling her she could either get along or get out.

Rinebold wasn't home.  And, when The News On 6 inquired, neighbors said he was in the office.  The manager wasn't very helpful and said there could be several sex offenders living at the trailer park for all she knew.

An hour after The News On 6 left the park; Rinebold was arrested on complaints for failure to register and peeping Tom.

Tracy now is worried what he might do to her family, once he bonds out of jail.
