The Oklahoma Highway Patrol says Ira Henderson was struck and killed in November 2011 while part of an ODOT work crew on Highway 75 north of Ramona.

The judge ordered Franklin to pay a $50 fine each for convictions of possession of a controlled and dangerous substance and possession of drug paraphernalia.

An OHP report said Franklin's car was traveling nearly 70 miles per hour when it struck Henderson.
