Charges have been filed against a 19-year-old Oilton man in the death of a seven-year-old girl and the rape of her 12-year-old friend.

Prosecutors charged Robert Wayne Rotramel today with first-degree murder, rape, two counts of kidnapping, lewd molestation and forcible sodomy.

Rotramel was found with the 12-year-old and the body of Kristi Blevins in an abandoned house in Oilton Saturday night.

According to court records the 19-year-old admitted to investigators that he killed Blevins and raped the other girl.

Rotramel described putting Blevins in a “sleeper hold.” He says he “put an article of clothing on his arm and put his arm around the neck of the girl until she went to sleep.”

Records also show that Rotramel threatened to kill the 12-year old several times if “she did not cooperate with him.”

Court records show that the 12-year old asked Rotramel what was wrong with Blevins. Rotramel said he had given her a sleeping pill.

A former employee at a juvenile detention center says the system failed to deal properly with Rotramel.

Greg Medlock is a former guidance counselor at the L.E. Rader Center in Sand Springs.

Medlock says Rotramel was in the facility for child molestation offenses when he was either 15 or 16. He says Rotramel was capable of fits of uncontrollable rage while at the center.

Rotramel’s next hearing is scheduled for September 12th at the Creek County Courthouse in Sapulpa.
