OKLAHOMA CITY (AP) -- The Pardon and Parole Board is recommending parole for a man convicted of killing two teenage girls in 1993.

The board voted to recommend parole for Steven Bowen who was sentenced to life in prison after being convicted of murder in the deaths of 15-year-old Nicie Clark and 17-year-old Teresa Beasley of Portland, Oregon.

Authorities say the girls were tied up and shot after smuggling drugs into Oklahoma City on a bus.

Their bodies were found at Lake Hefner.

The parole recommendation now goes to the governor.
